2/2/2012 - Biogen Idec contracts with Mercury for a best practices study of all fleet operations with a focus on assessment of program strengths and weaknesses as well as identifying opportunities to reduce service costsand/or to improve service quality. Biogen Idec has a fleet of about 370 light duty vehicles; however, significant growth is expected.
2/2/2012 - Metra contracts with Mercury to assist the company in conducting the preparation, evaluation, and negotiation of a Request for Proposal (RFP) for fleet management and leasing services. Metra is a regional commuter rail agency serving the Chicago area. Its vehicle fleet is comprised of approximately 553 vehicles and trailers, ranging from passenger sedans and patrol cars to medium and heavy-duty trucks.
2/2/2012 - Genentech contracts with Mercury to assist the fleet department with the development of a draft fleet policy and procedure document to govern vehicles primarilyoperating on the company’s South San Francisco campus. Genentech has a diverse fleet of about 150 vehicles.
2/2/2012 - City of Medicine Hat, contracts with Mercury to review the adequacy of fleet management system controls and practices; the extent to which fleet resources have been economically managed; and the effectiveness of the City’s internal cost charge-back methodologies. Located in southeast Alberta, Canada, the City has a fleet of 700 vehicles and 150 units of equipment.
2/2/2012 - Hoosier Energy contracts with Mercury to assist the company in conducting the preparation, evaluation, and negotiation of a Request for Proposal (RFP) for fleet management and leasing services. An additional project includes an assessment of the present mode of operation, identification of service and policy gaps, current internal administration costs, and assessment of the company’s fleet management information systems. Hoosier has a fleet of about 350 vehicles and 150 units of equipment.
1/4/2012 - Baldwin EMC, an electric cooperative based in southwest Alabama, selects Mercury to determine the optimal vehicle replacement cycles for selected types of vehicles in its fleet and to assess the benefits of standardizing its purchases of bucket and digger derrick trucks.
1/4/2012 - Loudoun County, Virginia Government and Loudoun County Schools select Mercury to conduct a comprehensive fleet management best practices study and fleet rightsizing study for a countywide fleet of 2,500 vehicles and pieces of equipment.
1/4/2012 - The State of Iowa Department of Administrative Services selects Mercury to assist it in assessing the feasibility of outsourcing short-term rental (i.e., motor) pool services to a commercial car rental company.
1/4/2012 - Gompers Habilitation Center in Phoenix, Arizona retains Mercury to conduct a best management practices review of its rapidly expanding wheelchair-equipped van fleet operation.
1/3/2012 - Pinellas County, Florida Fleet Management Division selects Mercury to conduct a fleet cost containment study and charge-back rate review. Severe budget constraints and County service-level cutbacks have reduced the size of the fleet and the demand for vehicle maintenance and repair and other services. The objective of this project is to assist the Division in identifying additional strategies and techniques for reducing its costs, and to update its charge-back rates to ensure that the County’s fleet management internal service fund remains solvent.
1/3/2012 - The National Cooperative Highway Research Program of the Transportation Research Board selects Mercury to conduct a research synthesis on state department of transportation fleet replacement financing and funding practices. The objective of the study is to assist state DOT equipment managers in better understanding the different ways in which states try to provide for the timely replacement of their DOT fleet assets, especially in the wake of the widespread budget cuts necessitated by the recent recession.
12/29/2011 - The City of Sacramento engages Mercury to conduct a fleet cost containment and efficiency improvement study for the Department of General Services, whose Fleet Management Division manages and maintains a fleet of approximately 2,400 units. The scope of the project includes conducting a cost of service analysis and evaluation of current charge-back rates relative to actual costs; an evaluation of long-term fleet replacement costs and alternative approaches to financing them; the determination of optimal replacement cycles for selected vehicle types; and an evaluation of fleet-related procurement and services delivery practices, all aimed at identifying both immediate and long-term cost savings.
12/29/2011 - The City of Harrisonburg, Virginia Public Transportation Department engages Mercury to conduct an assessment of the organization and staffing of its Central Garage, which maintains the City’s 600-unit fleet.
12/29/2011 - The County of Sacramento, California selects Mercury to conduct a fleet maintenance program competitiveness assessment. The Fleet Services Division of the Department of General Services manages and maintains a fleet of 3,200 vehicles and pieces of equipment. The scope of the project includes a review of the Division’s costs, cost charge-back rates, and all fleet maintenance and repair-related resources and business processes.
11/8/2011 - Mercury has been awarded a five-year Blanket Purchase Agreement (BPA) contract by the General Service Administration’s (GSA) Office of Governmentwide Policy. The purpose of the contract is to facilitate the efforts of Federal agencies in obtaining support for fulfilling the goals and requirements of a Presidential Memorandum, Federal Fleet Performance, released May 24, 2011. Working with GSA, Federal agencies can award Task Orders under the contract for support services relating to Vehicle Allocation Methodology (VAM) studies, lease vs. own analyses, life-cycle costing, replacement planning, agency fleet condition assessments, agency fleet operations, fleet management information systems, and policy and procedure development. The contract allows for task-specific projects or on-site staffing, as required.
10/20/2011 - The City of Tacoma, Washington selects Mercury to conduct a fleet rightsizing study of it utilities fleet. Mercury will employ its proprietary Vehicle Allocation Methodology (VAM) process to help the City save money through better use of vehicles and equipment. Tacoma is Washington state's third-largest city, with approximately 203,400 residents. Located at the base of Mount Rainier and along the shores of Commencement Bay, it is recognized as a business-oriented and progressive international city.
10/10/2011 - Mercury is selected by the City of Charlotte, North Carolina to conduct an assessment of existing asset management systems. The focus of the project is to determine if opportunities exist to consolidate systems used to manage fleet assets. The City of Charlotte operates a fleet if over 6,000 assets, including light rail.
8/22/2011 – St. Louis Metropolitan Sewer District contracts with Mercury to conduct a comprehensive fleet maintenance program review. St. Louis MSD provides a full range of wastewater and stormwater services over a 500 square mile service area. The objective of the study is to evaluate current practices, organizational structure, staffing levels, and business processes and to identify opportunities for improvement. They operate a fleet of nearly 1,000 vehicles and pieces of equipment.
6/30/2011 - Colorado Springs Utilities engages Mercury to conduct a presentation on fleet replacement practices. Mercury had previously developed a long-term fleet replacement plan for the organization and was asked to present replacement financing alternatives to their finance committee.
6/10/2011 - Mercury selected by Rockwell Collins to assist with determining the best channel of distribution for the sales, promotion, public relations, installation, and servicing of the iForce, an integrated public safety vehicle solution, to state, local, and county law enforcement users. Headquartered in Cedar Rapids, Iowa, Rockwell Collins has a market capitalization of $9.8 billion and annual sales of $4.7 billion.
6/10/2011 - Mercury to perform a best practices study to develop a single vehicle program for Schneider Electric's U.S. and Canadian business operations. Schneider offers employees choices between a company-provided vehicle program and employee-provided vehicle programs, which include a “FAVR” allowance program, as well as cents-per-mile reimbursement plans. The company operates a fleet of over 2,500 vehicles in the U.S. and Canada.
6/10/2011 - Mercury to assist Whiting Oil and Gas with assessing the appropriateness of its fleet leasing agreement and management practices. Whiting operates a fleet of about 300 light and medium-duty vehicles throughout the U.S and is headquartered in Denver, Colorado.
6/10/2011 - Mercury to provide Ecofrotas with a summary of the NAFA Fleet Management Association U.S. and Canadian educational programs to determine the extent that the material lends itself to the Brazilian market, including local laws and cultural differences. Headquartered in Sao Leopaldo, Brazil, Ecofrotas provides fleet management solutions with a drive toward sustainability. The company has a portfolio of 6,250 corporate customers and a combined fleet of 321,000 vehicles.
5/30/2011 - The State of Oregon Department of Administrative Services hires Mercury to conduct a comparative analysis of the DAS Fleet program and other similar state fleet organizations throughout the United States. The study focused on the 4,500 DAS managed light duty vehicles. The study also included a review of their fleet maintenance shop operations.
5/6/2011 - The City of Provo, Utah selects Mercury to conduct a fleet rightsizing study and to identify optimal replacement cycles for key types of vehicles and equipment in its fleet. The City of Provo has a population of approximately 125,000; making it the third largest city in the State of Utah. It is also the principal in Orem-Provo metro area, which boasts a population of 541,000.
5/6/2011 - The National Academy of Sciences’ National Cooperative Highway Research Program engages Mercury to conduct a workshop for a cross-section of highways and public work equipment management professionals and experts to identify research needs associated with improving equipment fleet maintenance practices.
5/6/2011 - The City of Phoenix, Arizona selects Mercury to review and recommend improvements to the cost charge-back rates and rate development model used by the Department of Public Works’ Equipment Management Division to recover the costs of maintaining and repairing the City’s fleet of more than 7,000 vehicles and pieces of equipment.
3/1/2011 – Mercury is hired to assist the City of Corpus Christi, Texas reduce costs by assessing the feasibility of outsourcing some or all fleet management functions. The project also includes an assessment of opportunities to reduce the size of the fleet.
2/25/2011 - Mercury - Runzheimer team has been awarded a new contract with the U.S. Department of State, a five-year BPA (Blanket Purchase Agreement; base + four option years) that broadens the scope of services of previous contracts and includes fleet consulting services, conduct special studies, vehicle allocation methodology (VAM), regulatory compliance, benchmarking, and general support.
2/15/2011 - The State of California engages Mercury to right size its 50,000 unit fleet. Project includes analyzing utilization data, surveying fleet users, developing recommendations to right size and right type the fleet, and presenting results to state officials. Savings projections for this project exceed $10 million.
2/8/2011 – American Relocation Connections engaged Mercury to assist in developing a concept Statement of Work and proposal for a business development opportunity with a federal government prospect.
1/30/2011 - The City of Boston’s Central Fleet Management organization hired Mercury Associates to conduct a facilities capacity study. The purpose of the study was to determine total fleet maintenance shop space requirements to maintain their diverse fleet of 1,200 units. The study included a review of the current 60,000SF shop and determination of the total amount of space needed to adequately maintain the fleet. The study also included operational improvement recommendations to obtain better use of the current shop configuration.
1/30/2011 - The City Hyattsville, Maryland hired Mercury Associates to review the effectiveness of their current decentralized fleet management and maintenance program. The focus of the study was to determine whether a consolidated fleet organization would be able to provide a higher level of service at a lower cost.
1/7/2011 – Summit Relocation engaged Mercury to assist in developing a proposal to submit to the U.S. General Services Administration for a contract under Schedule 48 Transportation, Delivery, and Relocation Services (TDRS).
1/3/2011 – The City of Saint John, New Brunswick engages Mercury to conduct a comprehensive study of their fleet operations. Saint John is the largest province of New Brunswick and is the oldest incorporated city in Canada. The initial project focused on three essential elements of their fleet program: governance, business processes, and maintenance operations. During the course of the study, several maintenance and management practice improvements were recommended. It was also determined that there was an opportunity to reduce the size of the fleet which would lead to lowering overall fleet costs. A formal fleet right sizing study was conducted and several underutilized fleet assets were identified and eliminated from the fleet.
1/3/2011 - Mercury executes a contract with Danella Companies, a large equipment rental company headquartered in Pennsylvania, to implement and host an enterprise fleet management system (CollectiveFleet).
11/22/2010 - The Boston Water and Sewer Commission selects Mercury to conduct a best management practices review and fleet rightsizing study.  
11/22/2010 - The State of Alabama Department of Corrections retains Mercury to conduct a fleet transformation project, the scope of which includes recruiting and furnishing an interim fleet manager; acquiring and implementing a new fleet management information system; rightsizing and developing a plan and financing strategy for renewing the fleet; and developing and implementing new fleet management policies and procedures. This project is a component of a major energy conservation and capital improvement program being conducted by Johnson Controls, Inc.  
11/22/2010 - The City of Baltimore General Services Department selects Mercury to conduct of best management practices review of its Fleet Management Division, which manages a city-wide fleet of 5,800 vehicles and pieces of equipment. The scope of the project also includes developing new charge-back rates and a long-term replacement plan for the fleet and evaluating alternative capital financing approaches such as leasing and lease purchasing.  
11/22/2010 - The City of New York's Department of Citywide Administrative Services and Information Technology and Telecommunications select Mercury Associates, working in partnership with KPMG, to develop requirements for, solicit, select, and provide project management and quality assurance services associated with the implementation of a citywide fuel management system. The City operates a network of more than 400 bulk fueling facilities for its fleet of 26,000 vehicle and pieces of equipment.  
11/22/2010 - The City of Seattle Fleets and Facilities Department selects Mercury to conduct a rightsizing study of the city-wide fleet of 4,400 vehicles and pieces of equipment. The scope of the project also includes determining optimal replacement cycles for fire engines and ladder trucks. This study follows on the heels of a project Mercury recently completed to develop a comprehensive set of repair parts management and fuel management policies and procedures for the Fleet Services Division.  
10/8/2010 - The State of Alaska has engaged Mercury Associates to conduct a feasibility study for the use of CNG as an alternative fuel in the state. The study, mandated under The Alaska Sustainable Energy Act, an energy policy bill passed earlier this year, requires the Department of Transportation and Public Facilities to prepare a report on the feasibility of using CNG to power vehicles in the state, including vehicles owned or operated by the state, and including in that study, if warranted, a pilot program proposal for powering some vehicles owned or operated by the state with CNG.  
9/21/2010 - The U.S. Department of Homeland Security awarded a three-year contract to Mercury for the provision of professional fleet management services in support of the Office of the Chief Administrative Officer, Headquarters Fleet Management.  
7/30/2010 - The County of Berks, Pennsylvania has engaged Mercury Associates to assist with the outsourcing of its fleet management services through solicitation of a Request for Proposal (RFP) for fleet management and leasing services. The County operates a fleet of 208 vehicles and 350 pieces of equipment.

6/1/10 - Hoosier Energy, an electric supplier in southern Indiana, again contracted Mercury to assist with several fleet improvement initiatives in including policies and procedures, a fleet replacement plan and development of key decision-making tools. Mercury consultants have been assisting Hoosier Energy since 2001.

 

05/25/10 - The San Antonio Water System selects Mercury to assess fleet information technology options. This project focuses on assessing the capabilities of the current system SAWS uses to track fleet activities (Hansen) in comparison to the functionality provided by state-of-the-art dedicated fleet management software packages.

 

05/20/10 - Mercury is selected by the City of Huntington Beach, California to conduct an assessment of fleet operations. This project focuses on the feasibility of consolidating fleet management operations of various departments and on determining which services should be performed in-house versus outsourced to local vendors.

 

05/15/10 - The California Polytechnic University selects Mercury to assess compliance of fleet program activities with State policies and mandates. Fits and gaps to program requirements will be identified and solutions proposed to bring Cal Poly’s program into full compliance.

 

05/5/10 - The City of Boston Public Works Department selects Mercury to conduct an assessment of the City’s primary fleet management organization, the Central Fleet Maintenance Division. Boston was first incorporated as a town in 1630, and later as a city in 1822. It is one of the oldest cities in America and boasts a population of 590,000. The City's Public Works Department is responsible for the roadways, streets, and bridges to support its residents and 12 million annual visitors.

 

05/5/10 - Terra Renewal, an environmental services company providing liquid waste management services to an array of industrial companies and municipalities in more than 20 states, selects Mercury Associates to conduct a comprehensive review of fleet management and operating practices.

 

05/5/10 - The Yukon Territory Fleet Vehicle Agency, a division of the Ministry of Highways and Public Works, engages Mercury to reengineer its cost charge-back systems, fleet replacement planning program, and operational consolidation feasibility.

 

05/5/10 - Miami-Dade County Water and Sewer Department retains Mercury Associates to conduct a best practices assessment of the management and operation of its 1,700-unit vehicle and equipment fleet. Miami-Dade County encompasses more than 2,000 square miles, includes 35 municipalities, and domiciles nearly 2.4 million people. It is one of the largest metropolitan areas in the United States with nearly one-third of its area located in Everglades National Park.

 

04/30/10 - 3M Company has engaged Mercury to assist the company in conducting the preparation, evaluation, and negotiation of a Request for Proposal (RFP) for fleet management and leasing services. Founded in 1902 as Minnesota Mining and Manufacturing Company, 3M is a diversified technology company serving a variety of markets—from health care and highway safety to office products and abrasives and adhesives—for its customers in nearly 200 countries. 3M operates a fleet of about 2,500 light duty vehicles in the U.S.

 

04/30/10 - Metra Transit selects Mercury to conduct a best practices review with a focus toward whether the organization should outsource more or less of its fleet management activities. Metra is a regional commuter rail agency serving Cook, DuPage, Will, Lake, Kane and McHenry counties in the Chicago area and operates a fleet of 567 vehicles and trailers.

 

04/30/10 - Mercury is selected by Louisville Metro to conduct a cost of service analysis to determine if the current in-house fleet maintenance and repair operation is competitive with commercial providers of fleet maintenance and repair services. Metro operates a fleet of over 3,500 vehicles and pieces of equipment.

 

3/1/10 - Sarasota County, FL selects Mercury to perform a fleet rightsizing study, evaluate garage facilities, develop a 20 year fleet replacement and financing plan, provide motor pool options, and assess the feasibility of outsourcing the parts operation.

 

1/27/10 – The City of Fort Lauderdale, FL selects Mercury Associates to conduct an assessment of fleet management operations. This project includes a high-level review of all primary fleet activities as well as a review of the current contract that the City has in place for fleet maintenance services. Fort Lauderdale has fleet of 1,500 units and has successfully outsourced fleet maintenance services for nearly 30 years.

 

12/7/09 - Under a five-year BPA (Blanket Purchase Agreement through mid 2012) with the US National Park Service (NPS) of the Department of the Interior, Mercury and its team-member Defense Solutions, have been awarded Task Orders covering strategic planning, workshops, webinars, fleet support documents, equipment replacement program (ERP), electronic tools, and life-cycle costing.

 

12/7/09 - The City of Wentzville, MO selects Mercury to conduct a review of fleet operations. Wentzville is a growing community located in St. Charles County. The study is intended to evaluate all aspects of the fleet operation and assess its overall effectiveness. Primary areas of study will include fleet replacement planning, organizational structure and staffing, fleet utilization, and benchmarking current levels of service with industry standards.

 

12/1/09 - San Bernardino County, CA selects Mercury to conduct a review of fleet operations. This project will focus on assessing the core organizational model for the fleet (i.e. more or less centralization) as well as the basic business model (i.e. in-house versus outsourced services.

 

12/1/09 - EMD Serono, Inc. selects Mercury Associates to conduct a review of its written fleet policies and procedures documents and to consolidate a number of separate documents into one. Headquartered in Rockland, MA, EMD Serono operates a fleet of 200 vehicles.

 

11/20/09 - The Fayetteville Public Works Commission selects Mercury to conduct an assessment of its fleet management activities including maintenance programs, internal service rates, and related processes.

 

10/23/09 - Bell Canada selects Mercury to conduct a fleet management optimization study and to define the requirements for the acquisition of a new fleet management information system. The company operates a fleet of approximately 12,000 vehicles.

 

10/23/09 - The City of Philadelphia selects Mercury to assist the Office of Fleet Management in evaluating its fleet management information system, defining fleet management-related key performance indicators, and developing a fleet renewal and replacement strategy for its fleet of more than 6,000 vehicles and pieces of equipment.

 

9/23/09 - Automotive Technology Systems Research Limited (ATSR) selects Mercury to conduct a market research study. Headquartered in Offaly, Ireland, ATSR designs and manufacturers real-time diagnostic systems for the mission critical emergency vehicle and equipment marketplace.

 

9/14/09 - Mercury is awarded a contract with the U.S. Department of Energy’s Idaho National Laboratory, operated by Battelle Energy Alliance in Idaho Falls, Idaho. The project includes a fleet operations review, motor pool study, fleet utilization and rightsizing study, lease versus buy analysis, and a vehicle replacement plan.

 

9/9/09 - U.S. General Services Administration (GSA) selects Mercury to develop a website for its Employee Relocation Resource Center (ERRC), assist with the selection and implementation of a Customer Relationship Management (CRM) software solution, and provide customized training services. GSA is a Federal agency that provides operational support services to virtually every department and agency in the U.S. Federal government. Mercury has served GSA for several years under a variety of short-term projects and long-term, onsite support services contracts.

 

8/28/09 – The City of Ft. Worth, Texas engages Mercury to assess the competitiveness of its fleet services and to provide recommendations that will improve cost performance and service levels. Fort Worth is the seventeenth-largest city in the United States and the fifth-largest city within the state of Texas with a population of 720,250. Located in North Texas the City covers nearly 300 square miles; additionally, it includes Tarrant, Parker, and Denton counties, serving as the county seat for Tarrant County.

 

8/25/09 – The City of Tacoma, Washington selects Mercury to conduct an analysis of fleet utilization policies and assess opportunities to right-size the fleet. Tacoma is Washington state's third-largest city, with approximately 203,400 residents. Located at the base of Mount Rainier and along the shores of Commencement Bay, it is recognized as a business-oriented and progressive international city.

 

8/21/09 – Mercury is retained by Plant City, Florida to develop new solicitation documents for rebidding fleet maintenance services, which have been outsourced for many years. Plant City is located in Hillsborough County with a population of approximately 35,000 residents.

 

8/6/09 - The Town of Exeter, New Hampshire selects Mercury to review its fleet management operations. Mercury will study all fleet related activities with a focus on improving efficiency and cost-effectiveness. Exeter is a town in Rockingham County and maintains an estimated population of 15,000 residents.

 

7/15/09 - The Britt Hunt Company, LLC. retains Mercury to determine optimal replacement strategies for several classes of delivery trucks. Hunt Brothers—a distributor of fresh dough pizza to the convenience store industry—provides weekly service via its fleet of 100 trucks and employee pizza professionals to more than 6,000 locations in 28 states.

 

7/15/09 - Genentech, Inc. engages Mercury to conduct a study of optimal replacement strategies, long-term replacement plan, and finance alternatives for its diverse fleet of 150 vehicles.

 

7/12/09 – Mercury is selected by Berks County, Pennsylvania to develop a long-range fleet replacement plan and assess the benefits of alternative financing approaches. The project also includes analyzing the competitiveness of current in-house maintenance activities. Berks County is an urban area with a population of approximately 375,000, situated in southeastern Pennsylvania.

 

7/1/09 – The City of Dunedin, Florida engages Mercury to conduct a competitiveness assessment of fleet maintenance including assessing the costs or benefits of outsourcing some or all activities. Dunedin is a city with a population of approximately 37,000,located in Pinellas County.

 

6/18/09 - Almajdouie Group, a diversified manufacturing and services company that is a major provider of freight transportation, heavy lift, 3PL, and other services in Saudi Arabia and the Persian Gulf region retains Mercury Associates to develop and conduct a fleet management best practices training program for its senior executives.

 

6/12/09 - Mercury chosen to develop RFP and provide project management services to the Government of Saskatchewan, Canada in the selection and implementation of a new fleet management information system

6/8/09 - Mercury selected to develop and host website and member portal for a fleet management association serving the Rocky Mountain area in the United States.

 

6/8/09 - The City of Chandler, Arizona engages Mercury Associates to conduct a review of current fleet replacement practices. The study will include developing a funding mechanism to recover capital and operating costs from user departments. The City operates a fleet in excess of 700 vehicles and pieces of equipment.

 

5/18/09 - Toyota Tsusho America engages Mercury to perform an optimal replacement analysis for its light duty fleet. The project includes development of replacement cycle guidelines based on real-world costs. Mercury conducted a similar study for the company in 2005. Toyota Tsusho America is a wholly owned subsidiary of Toyota Tsusho Corporation, which was founded as a trading and supply-chain specialist of the Toyota Group. The company has evolved from a trader in a limited number of commodities and finished goods to a multi-business enterprise, combing international trading with an expansive range of domestically targeted functions such as supply-chain services, intermediate goods processing, etc.

 

5/18/09 - The Yukon Territory Department of Highways and Public Transportation selects Mercury Associates to conduct several projects aimed at improving the management of the Yukon Government fleet, including an evaluation of the Transportation Maintenance Branch’s fleet replacement planning, replacement revolving fund, and capital and operating cost charge-back practices; and a best practices assessment of the Fleet Vehicle Agency, which manages the most of the light-duty vehicles in the Government fleet.

 

5/12/09 - Mercury is selected by the Government of Saskatchewan, Canada to provide consulting services that include the development of a Request for Proposal (RFP) and selection of a new fleet information system, project management for the selected system, and business process reengineering and industry best practice integration.

 

4/2/09 - The City of Olympia, WA Department of Public Works retains Mercury to assist it in developing and implementing a new cost charge-back system for its Fleet Operations Division. The principal goal of the project is to improve the transparency of, and accountability for, the costs of the Division’s fleet management and maintenance services. The scope of the project also includes updating the City’s fleet replacement plan and providing training to several employees in the use of Mercury’s CARCAP™ replacement planning and rate development software, which was licensed to the City in 2008.

 

2/12/09 – Mercury is engaged by NISH to assist with preparing for a fleet program inspection at Tinker Air Force Base. Fleet services at the base are provided by contract under the AbilityOne program, which is administered by NISH. Mercury consultants will conduct a pre-inspection and train staff on Air Force inspection requirements in advance of the official inspection.

 

2/5/09 - The City of Wilmington, Delaware retains Mercury to conduct a fleet rightsizing study. Like many other organizations with which we are working, the City is seeking ways to reduce the costs of its fleet without impairing the delivery of services to residents and taxpayers. Mercury also is currently conducting fleet rightsizing studies for the cities of Salt Lake, San Francisco, and Tampa.

 

2/5/09 - The City of Boston Fire Department selects Mercury to review and assess the soundness of its apparatus maintenance and repair practices in the wake of a ladder truck accident last month in which a veteran firefighter was killed.

 

1/1/09 - The City of Vancouver selects Tridata and Mercury to conduct a study of the Vancouver Fire and Rescue Service. Mercury’s role in the project will focus on reviewing fleet management practices for VFRS, assessing opportunities to consolidate fire fleet services, and recommending an optimized fire fleet program structure to the City.

 

12/23/08 - The City of Seattle selects Mercury to develop a comprehensive set of parts and fuel management procedures for its Fleet Services Division and to train employees in their use. The Division provides fleet management services to more than 4,000 City-owned vehicles and pieces of equipment.

 

11/25/08 - Salt Lake City selects Mercury to develop a comprehensive strategy for implementing a more efficient and sustainable fleet. The scope of the study includes identifying opportunities to rightsize, renew, and reduce the costs of the current 2,300-unit fleet; conducting a cost-benefit study of the take-home use of City police cars; evaluating vehicle acquisition, operation, utilization, and other management processes that affect the impact of the fleet on the environment; and developing processes for incorporating vehicle-related environmental impact considerations in the development of methods for delivering City services.

 

11/25/08 - The State of Utah Department of Natural Resources engages Mercury to brief officials during the 2009 session of the State Legislature on the potential benefits of issuing a request for proposals for fleet leasing and management services for the Department’s fleet of 700 vehicles.

 

11/25/08 - The City of San Antonio expands the scope of its contract with Mercury to include an analysis of optimal replacement cycles for five key types of vehicles in the City’s fleet.

 

10/28/08 - The City of Tampa retains Mercury Associates to conduct a fleet rightsizing and renewal study for its fleet of 3,500 vehicles and pieces of equipment. The scope of the project includes identifying opportunities to reduce the size and costs of the fleet, developing a fleet renewal and ongoing replacement program, and evaluating alternative capital financing programs.

 

9/5/08 – The State of California grants Mercury a multiple award schedule contract to provide fleet consulting services . The CMAS program, administered by the California Department of General Services, enables state agencies and local government jurisdictions to access Mercury’s services through a streamlined procurement with pre-established pricing based on our Federal GSA schedule.

 

9/19/08 – The City of Midland, Michigan engages Mercury to conduct a comprehensive assessment of its fleet management program with a focus on financial and Internal Service Fund management. Midland is the home of Dow Chemical and is located northwest of Detroit.

 

8/13/08 - The City of Wilmington, Delaware retains Mercury to provide ongoing fleet and fleet maintenance contract management support services under a multi-year contract. The City of Wilmington is the largest municipality in the state and the largest on the Delmarva Peninsula with a population of approximately 75,000. Mercury has assisted several public and private organizations with the management of their vehicle and equipment operations in order to achieve greater efficiencies, cost control, and productivity.

 

8/12/08 - The City and County of San Francisco, California selects Mercury to conduct the first-ever comprehensive evaluation of it fleet management and operating practices. The scope of the study also includes an analysis of opportunities to right-size and improve the sustainability of the City’s light-duty vehicle fleet.

 

8/11/08 - Community Emergency Medical Services, a rapidly growing medical and non-medical transportation services company based in Southfield, MI, engages Mercury to review its fleet management and operating practices.

 

8/8/08 - Mercury to conduct seminar in China. Marcus Evans, the international events management and professional training firm, has engaged Mercury Associates president Paul Lauria to conduct its first-ever fleet management training program in China. Scheduled for September 4-5 in Shanghai, this seminar follows in the footsteps of seminars Paul has recently conducted for other organizations in Australia, India, Malaysia, and Singapore.

 

7/30/08 – The County of Ventura, California selects Mercury to update recommendations from the study that the firm completed for the County in 2004. The current review will focus on financial management and asset management issues. Ventura County has a population of over 830,000 and is one of the more populous counties in the State of California.

 

7/23/08 - U.S. General Services Administration (GSA) contracts with Mercury to continue providing onsite subject matter expertise and support to the Federal Acquisition Service Office of Travel and Transportation to realign relocation programs for Federal employees. Relocation benefits for Federal Government employees have been impacted by downturns in the mortgage and housing markets. Mercury will continue to assist GSA to implement bridge solutions to keep the Federal workforce mobile while working toward long-term, sustainable contracting and service delivery models. The current contract was awarded to Mercury via GSA Schedule 48 (Transportation Services) and extends through September 30, 2008; the contract includes two, one-year option periods through September 30, 2010.

 

7/15/08 – Mercury is selected by the City of Clearwater, Florida to conduct a rightsizing study for its fleet of 1,000 vehicles. Clearwater is the county seat of Pinellas County and is located on the highest coastal bluff in Florida. According to the U.S. Census Bureau, the population of Clearwater is over 108,000 residents.

 

7/7/08 – The Jackson Health System, an independent arm of Miami-Dade County, selects Mercury to develop a fleet maintenance outsourcing solution for its fleet of support vehicles. This project will include review of outsourcing alternatives and development of a RFP to secure vendor services.

 

7/03/08 - The City of Mountain Brook, Alabama, a city in Metropolitan Birmingham, has engaged Mercury to complete a fleet management best practices review with an emphasis on alternative fuels, methods for lower fuel costs, fleet right sizing and enhancements to automation. In addition, City leadership is interested in ensuring operations are aligned with the expansion and renovation of the Public Works complex currently underway.

 

5/20/08 - UGI Utilities, Inc. of Reading, PA contracts with Mercury to prepare and distribute a Request for Proposal for vehicle acquisition and fleet management services. The project includes a review of current practices, development of analytical scoring tools and evaluation of the proposals submitted by various fleet management companies. Mercury will also assist UGI during the presentation of proposals by the top-rated suppliers.

 

5/15/08 - SCT Performance, LLC, of Orlando, Florida has retained Mercury to recruit a Vice President of Sales who will be tasked with expanding their business into the fleet market. This unique position will be responsible for seeking new business opportunities and managing the sales group as they company expands. SCT currently provides products to enhance engine operation on domestic vehicles through the use of proprietary software which can help increase mile-per gallon, control engine speed and acceleration, and idle time before engine shut-off.

 

5/14/08 - Alyeska Pipeline Services Company, which operates and maintains the 800 mile-long Trans Alaska Pipeline System, retains Mercury to conduct several fleet-related projects, including the development of a new internal fleet cost charge-back system; the development of a fleet renewal and replacement financing strategy; and the development and issuance of an RFP for fleet leasing and management services.

 

4/3/2008 - Mercury is retained by the City of Yonkers (NY) to conduct an analysis of parts supply outsourcing options. This project will involve projecting the cost of outsourcing to a new contractor to those for current outsourced parts operations.

 

4/1/2008 - ARAMARK, Supply Chain Management, engages Mercury to assist it in recruiting for two key positions in its Fleet Department. The Vice President of Strategic Fleet Operations will oversee all aspects of implementing a total fleet management program. The Director of DOT Compliance will be responsible for ensuring the 5000+ fleet vehicles are in compliance with all state and federal safety regulations. ARAMARK is one of the world’s largest providers of food, facility management, and uniform and apparel services to health care institutions, universities and school districts, stadiums and arenas, and businesses; the company has 240,000 employees in 19 countries.

 

3/17/08 - Mercury is selected to host fleet information system for the Naval Criminal Investigative Service (NCIS). The organization is the primary law enforcement and counterintelligence arm of the United States Department of the Navy. It works closely with other local, state, federal, and foreign agencies to counter and investigate the most serious crimes: terrorism, espionage, computer intrusion, homicide, rape, child abuse, arson, procurement fraud, and more.

 

3/10/08 - Mercury is retained by Duke University's Facilities Management Department  to conduct a review of fleet practices. This project includes a best practices assessment, a fleet right-sizing analysis, and development of a long-range fleet replacement plan. Duke is one of the nation's leading, private higher education institutions with nearly 13,000 students served by over 30,000 full and part-time employees.

 

3/3/08 - Mercury is contracted to work onsite in the General Services Administration's (GSA's) Federal Acquisition Service (FAS) Office of Travel & Transportation to assist GSA and Federal agencies to realign relocation homesale program services available to transferring Federal employees. Relocation benefits available to Federal employees have been impacted by effects of the housing and mortgage crises. Mercury is assisting the Government to implement bridge solutions for the near-term to keep the Federal workforce mobile while working toward a long-term, sustainable relocation contracting model that is less susceptible to shifts in the real estate market and economy.

 

1/31/08 - In an expansion of its current marketing efforts to industrial organizations into the automotive fleet industry, New Pig Corporation of Tipton, PA has engaged Mercury to assist with its market research efforts in serving fleet markets. New Pig has been providing products and services designed specifically for leak and spill management, industrial safety and plant maintenance to industrial, institutional and governmental facilities since 1985. They are a multi-channel, multi-brand supplier serving more than 170,000 customers in more than 40 countries.

 

1/15/08 - The Alaska Railroad contracts with Mercury to conduct an assessment of fleet right-sizing opportunities and to develop a long-range fleet replacement plan. These two efforts were key recommendations in a fleet management best practices report that we delivered to the railroad late last year.

 

1/14/08 - Mulzer Crushed Stone, Inc., the largest producer of aggregate material in the Ohio River valley engages Mercury to assist it in developing elements of a fleet replacement strategy including 1) the determination of optimal replacement cycles for its loaders and 40 to 100-ton haul trucks; 2) the development of a long-term replacement plan for the entire company fleet; and 3) the analysis of alternative capital financing approaches including leasing versus buying.

 

12/6/07 - A New York-based global private equity firm retains Mercury to assist it in evaluating the business processes, performance, costs, and competitiveness of a Central European fleet leasing company in which it is considering investing.

 

12/5/07 - The Hillsborough County, Florida County Administrator engages Mercury to assist in the conduct of a fleet utilization and right sizing study and the development of guidelines for the ongoing management of fleet size, composition, and utilization.

 

12/4/07 - UGI Utilities, Inc. retains Mercury to assist it in identifying the costs and benefits of constructing a fleet maintenance facility at its planned Harrisburg-Reading (PA) operations center and comparing them with those associated with outsourcing the maintenance and repair of the portion of its fleet that otherwise would be serviced there.

 

11/1/07 - Mercury is selected by Chesterfield County, VA to assess the costs and benefits of building new fleet and radio shop facilities versus outsourcing these services. In this project we will determine the County’s shop space needs and develop a projected development cost. We will also conduct a competitiveness assessment of current fleet and radio shop operations, compare the cost of in-house operations to the private sector, and determine the feasibility of outsourcing some or all services.

 

10/30/07 - Military Sealift Fleet Support Command (MSFSC) selected Mercury Associates as service integrator to provide temporary housing in San Diego for the USNS Robert Peary crew while the ship undergoes renovation. This contract, valued at $309,000 is the second housing requirement Mercury has provided for MSFSC. Mercury also coordinates housing requirements for the USNS Richard Byrd crew via a similar contract currently valued at $646,500.

 

10/26/07 - Mercury awarded a contract to assist the U.S. General Services Administration (GSA) with the creation of an electronic tool to enable the right sizing of its fleet. The effort is part of a Federal-wide initiative known as a Vehicle Allocation Methodology (VAM). The electronic tool will require vehicle users to justify retention of low use vehicles, or the addition of new vehicles, via a series of questions whose answers automatically feed into the electronic tool. The tool then uses proprietary algorithms to determine whether the vehicle is approved, and if so, what type of vehicle is recommended (an automated vehicle selector). Mercury's contract is in cooperation with Runzheimer International.

 

10/22/07 - The Nielsen Company, the world's leading provider of marketing information, audience measurement, and business media products and services, has contracted with Mercury to review and make recommendations regarding their vehicle replacement criteria and retention cycle in an effort to reduce the Company’s total cost of vehicle ownership.

 

10/5/07 - FLD of Delray Beach, Florida has retained Mercury to recruit a business development manager specializing in the federal government segment of the fleet market. This unique position will be responsible for seeking new business opportunities to remarket vehicles for the many branches of the federal government. FLD is recognized nationally for providing unique and comprehensive vehicle remarketing services to banks, financial institutions, credit unions and commercial fleets.

 

10/3/07 - Mercury is selected to host Collective Data's fleet management information system for Time Warner, a leading media and entertainment company, whose businesses include Internet and interactive systems, cable services, television networks and publishing. Mercury provides application hosting services to six fleet software development companies.

 

10/1/07 – U.S. Customs and Border Protection awards Mercury a contract to provide technical services related to upfitting new vehicles. CBP purchases thousands of vehicles each year which must be retrofitted to meet the mission of protecting our borders. MAI will assist CBP by helping to set-up additional vendor locations to increase production capacity and speed the preparation of vehicles for service.

 

9/28/07 - The Department of Homeland Security has awarded Mercury and its partner, Defense Solutions, a one-year contract to provide professional management support services to the Office of Asset Management and Logistics (Personal Property). The staff position will be located in Washington, D.C., and support the Assistant Director of the Office with the Mobile Assets (Marine/Aviation) Program.

 

9/27/07 - The Department of State expands the scope of work for fleet management consulting services awarded to Mercury and its partner Runzheimer International to include facilitation and support for consolidation of fleet management, a key recommendation of a previous project performed by Mercury.

 

9/25/07 - Mercury and its partner firm Defense Solutions are awarded a five year contract by the National Park Service (NPS) to prepare strategic fleet management plans for NPS regions around the country. The focus of this project is to identify and describe past and present fleet management practices and propose new management direction and improved operational activities to bring park fleets into compliance with NPS fleet management policies. Mercury will also undertake fleet management studies for individual parks throughout the United States.

 

9/24/07 - Mercury is selected to provide application hosting services to Willbros Group, Inc. With over 400 clients in over 55 countries, Willbros is recognized for completing many logistically complicated pipeline projects around the world. Moreover, the company provides project management, engineering, and material procurement services to the oil, gas and power industries and government agencies.

 

9/18/07 - U.S. General Services Administration (GSA) hires Mercury as part of team to perform a Household Goods Savings Analysis to compare costs and services of household goods shipments contracted via the Centralized Household Goods Traffic Management Program (CHAMP), the Transportation, Delivery and Relocation Solutions Schedule (TDRS), and other methods used by federal agencies to contract for the shipment of household goods (HHG). Mercury assisted in a similar assessment of federal household goods programs two years ago. GSA anticipates the program assessment will be required annually; therefore, the current contract allows GSA to renew the consulting team’s services annually for up to four additional option years.

 

8/31/07 - The Florida Department of Transportation selects Mercury to update its fleet management program. This project will include conducting a fleet right-sizing analysis, developing a long –range fleet replacement and financing plan, updating the departments fleet policy manual, and calculating fully-allocated shop rates.

 

8/20/07 - Mercury is awarded a five year contract renewal with Harris County (Houston, TX) to provide application hosting services. Since 2002, Mercury has provided hosting services to the County for its fleet management system, ad hoc reporting solution, data replication, and electronic repair and maintenance manuals. Harris County is the third largest county in the United States.

 

7/12/07 - Mercury is selected by the Alaska Railroad Commission (ARRC) to conduct a review of fleet management activities. ARRC is a state owned railroad that operates freight and passenger lines throughout Alaska. Most of ARRC’s vehicles are equipped with high rail devices and are essential for safe operation of the railroad.

 

7/2/07 - Louisville Metro Government selects the team of QK4 and Mercury Associates to conduct a staffing analysis and space needs assessment for their fleet maintenance and repair operation. Louisville Metro operates a fleet of over 4,000 vehicles and pieces of equipment. The project will identify space requirements and adjacencies for a new fleet maintenance facility.

 

6/29/07 - Kane County, IL chooses Mercury to conduct a fleet maintenance facilities space needs assessment. The project will include evaluating the opportunity to centralize fleet maintenance and repair operations under a single organization and determining the appropriate size of the fleet maintenance facility. The project will also include development of a fleet replacement plan for a fleet of nearly 400 units.

 

6/12/07 - Southern California Edison (SCE) retains Mercury to assist with the optimization of acquisition, replacement cycle planning and remarketing processes for its fleet of 6,000 vehicles, SCE is the largest subsidiary of Edison International and is the primary electricity supply company for much of Southern California. The company provides 13 million people in 430 cities and communities with electricity.

 

6/4/07 - Mercury partners with the University of Auburn Montgomery on a strategic assessment of fleet operations for the State of Alabama. The project will include the review of essential fleet management activities, such as organizational structure and roles, fleet replacement practices, policies and procedures, and maintenance activities.

 

5/10/07 - U.S. Navy Military Sealift Command (MSC) selects Mercury as service integrator to provide corporate housing services to USNS Richard Byrd civilian mariners assigned to San Diego, California. The small business set-aside contract extends from May 14 through mid-November 2007. The mission of MSC is to provide ocean transportation of equipment, fuel, supplies and ammunition to sustain U.S. forces worldwide during peacetime and in war.

 

4/25/07 — Benchmark Assisted Living, LLC (BAL) engages Mercury Associates to review options for financing its 64 vehicle fleet of passenger vans and buses. Mercury will also prepare a formal request for proposal (RFP) for fleet management services and assist BAL in evaluating RFP responses and negotiating a contract with the successful bidder. BAL owns and operates 43 senior living communities in New England, which include living arrangements for independent, assisted and specialized assisted seniors.

 

4/20/07 - Nutramax Laboratories of Edgewood, Maryland, contracts with Mercury Associates to review its current vehicle allowance program for employees who drive their own cars for business purposes throughout the United States. Nutramax Laboratories, Inc. researches, develops, and markets high quality products to promote joint health in people and animals as well as environmentally safe biofertilizers for the turf industry.

 

4/18/07 - U.S. Department of Labor (DOL) Office of Career Development exercised the option to continue its contract with Mercury Associates to provide corporate housing management services for DOL’s MBA Fellows and Senior Executive Service Training Programs and other DOL Career Development programs through May 25, 2008. This is the first of four potential option years for the small business set-aside contract originally awarded to Mercury in May 2006 and valued at $1.7 million if DOL exercises all options.

 

4/16/07 — Schindler Elevator Corporation has contracted with Mercury Associates to develop a request for quotation (RFQ) for fleet management products and services for its US and Canadian fleet operations. Founded in Switzerland in 1874, Schindler is the largest supplier of escalators and the second largest manufacturer of elevators in the world. The company operates a fleet of 2,800 vehicles in the US, an equal number in Europe, and about 300 units in Canada. Mercury will also assist Schindler in evaluating proposals and negotiating a contract with one or more successful bidders.

 

3/28/07 - City of San Antonio Administrative Services Department selects Mercury to conduct a comprehensive review of its fleet replacement and operating cost charge back programs and to implement Mercury’s fleet replacement planning and rate development program CARCAP. The Fleet Maintenance and Operations Division manages the City’s fleet of 3,700 vehicles and pieces of equipment.

 

3/27/07 - RAND Corporation retains Mercury’s president, Paul Lauria, to provide technical review of its draft research report for the US Army on Metrics and Cost Effective Practices for a CBM Based Maintenance System. This is the third RAND research project on US Army fleet management and maintenance practices for which Lauria has served as a technical analyst or advisor.

 

3/19/07 - Mercury is selected to conduct a best management practices evaluation for Flint Hill Resources, a leading producer of fuels, lube oils, and other petrochemical and commodity products. The Wichita, KS based company has more than six decades of refining and chemicals industry experience. The evaluation includes about 400 vehicles and pieces of equipment at three separate facilities in the city

 

3/12/07 - Mercury Associates, Inc., the largest independent fleet management consulting company in North America, today announced several new client engagements as it celebrated the start of its fifth year in business.

 

3/7/07 - Commonwealth of Virginia Department of General Services awards multi-year contract to Mercury Associates to provide consulting services to its Office of Fleet Management Services. Under the agreement, OFMS, which manages a fleet of approximately 3,500 light-duty vehicles, will issue task orders for assistance in such areas as business process review and reengineering, strategic business plan development, and cost charge-back rate development.

 

3/5/07 - Mercury is selected to provide fleet management consultant services to the University of Massachusetts Amherst. UMASS is located in the Pioneer Valley of Western Massachusetts and has an enrollment of nearly 26,000 undergraduate and graduate students. Mercury will review existing fleet practices, make recommendations for improvements and develop a transition plan to help the University reach these goals.

 

3/1/07 – Mercury has been selected to work on a team headed by WCGS Architects of Albany, New York to design a new facility complex for the New York State Police. The scope of services includes conducting a business case analysis of the centralization of all patrol car upfitting and decommissioning services in Albany and providing space programming and master planning guidance for a new facility at this complex.

 

3/1/07 - Mercury is selected by a major telecommunications company to assist with the selection and implementation of a new information system to support the management of a fleet of over 15,000 vehicles and pieces of equipment geographically dispersed throughout the US.

 

2/21/07 - The City of Houston, Texas expands the scope of its contract with Mercury to include a city-wide fleet renewal and rightsizing study encompassing all of the city’s 12,000 vehicles and pieces of rolling stock equipment.

 

2/19/07 – Citgo engages Mercury to provide technical assistance associated with a pilot project using a new industrial lubricant for transit fleets. Based in Houston, Texas, CITGO is a refiner and marketer of transportation fuels, lubricants, petrochemicals, refined waxes, asphalt and other industrial products. The company is owned by PDV America, Inc., an indirect, wholly owned subsidiary of Petróleos de Venezuela, S.A., the national oil company of the Bolivarian Republic of Venezuela.

 

2/5/07 - Colorado Springs Utilities (CSU) has retained Mercury to conduct a comprehensive fleet rightsizing and utilization study. CSU is a community-owned utility that provides natural gas, electricity, water and wastewater services to customers in the Pikes Peak region. CSU operates a fleet of nearly 2,000 vehicles and pieces of equipment.

 

1/26/07 - Mercury is selected by the City of Boise, Idaho to prepare a fleet strategic plan. Mercury consultants will work with stakeholders to develop a program that a employs a strategic perspective regarding fleet management including City-wide fleet policies and procedures, consistent vehicle assignment criteria, development of comprehensive data on fleet costs and performance, and rational replacement planning and financing practices.

 

1/19/07 – Mercury is awarded a contract with the City of Olympia, Washington to conduct a review of the city’s fleet internal service fund working capital requirements and cost charge-back rates. The City owns a fleet of 200 vehicles and pieces of equipment.

 

1/10/07 - Mercury is retained to conduct a market research study relative to fleet fuel acquisition methods, hedging products, and fuel card providers for a start-up fuel financial management company, which will provide fuel hedging strategies and products for both the consumer and fleet markets.

 

12/26/06 – The City of Edmond, Oklahoma selects Mercury to assist with the conduct of a managed competition for fleet maintenance services. This engagement will include assisting the City define the scope and structure of the competition, preparing solicitation documents, and evaluating proposals. A separate Mercury team will assist the City’s fleet staff prepare an in-house proposal.

12/26/06 - Mercury is selected by the City of Houston, TX to develop a long-term replacement plan for 4,000 emergency response vehicles. The project includes developing optimized replacement cycles, quantifying long-term replacement funding requirements, developing a list of vehicles recommended for replacement next fiscal year, and developing reserve fund charge-back rates.

12/21/06 - The City of Stamford, CT has selected Mercury Associates to evaluate and identify opportunities to improve how it acquires, finances, maintains, and assigns motor vehicles, and to assess the potential of consolidating fleet maintenance and management.

12/20/06 - The City of Torrington, CT contracted Mercury Associates to study three major components of its fleet operations: 1) an evaluation of fleet replacement financing practices and the appropriateness of the current replacement reserve fund balance; 2) an evaluation of fleet size, composition, and utilization; and 3) a fleet management best practices review.

11/22/06 - Mercury is selected by the State of Oregon to make recommendations about the effectiveness of state light-duty fleet operations and to conduct an independent review of state fleets to determine compliance with applicable federal and state regulatory requirements. This is the second biennial review of fleet management operations that Mercury has been selected to conduct for Oregon.

11/21/06 – The City of Eau Claire (WI) selects Mercury to review fleet information system requirements and to recommend a refined cost charge-back methodology. Eau Claire has a population of over 65,000 with an expanding economic base in manufacturing, information technologies, health care, and retail trade.

11/21/06 – Mercury awarded a contract with the Leon County Sheriff’s Office (FL) to conduct a review of fleet operations. Leon County includes Florida’s capital city of Tallahassee. Moreover, the County covers approximately 671 square miles, with a population of almost 245,000 people.

11/9/06 - ALLETE, Inc. of Duluth, MN has retained Mercury Associates to conduct market research in connection with its exploration of strategic business opportunities in the fleet industry. In 1996, ALLETE acquired the used vehicle auction company ADESA, which ultimately grew into the second largest such company in the US with some 11,000 employees and a market capitalization of more than $2.25 billion. ALLETE completed its divesture of ADESA through a public offering and stock dividend distribution in 2004.

11/1/06 - Shell Canada retains Mercury to evaluate its vehicle lease and fleet management services agreement and identify opportunities to improve contract terms and conditions. The Calgary-based company operates a fleet of approximately 700 vehicles deployed throughout Canada.

10/31/06 - Slovak Telecom, a member of the Deutsch Telekom Group of companies which includes mobile phone giant T-Mobile, has engaged Mercury and its Central and Eastern Europe affiliate Incoma Research of Prague, Czech Republic (www.incoma.cz/en) to conduct a comprehensive review of fleet management and operating practices for its fleet of 2,000 vehicles. In response to numerous inquiries from consulting firms around the world, Mercury has begun to establish an international network of affiliates to jointly pursue fleet, travel, and mobility management consulting projects outside of North America. This program combines our extensive, but predominantly US, experience working with organizations of all types and sizes with our affiliates’ physical presence, market knowledge, and business relationships to serve client organizations in other countries effectively and affordably. The study for Slovak Telecom is the first project pursued jointly by Mercury and Incoma since agreeing to work together earlier this year.

10/28/06 - Mercury has been selected to assist the State of Washington Motor Pool Operation with developing a long-range strategic business plan. This plan will identify, prioritize, and outline action plans for pursuing a number of improvement opportunities, including the integration of small State agency fleets comprised of more than 5,000 vehicles into the Motor Pool and the implementation of mandated sustainability initiatives.

10/16/06 – The California Conservation Corps (CCC) selects Mercury to develop a strategic plan for the agency’s fleet management program. The CCC offers young men and women the chance to serve their state and become employable citizens through life skills training and hard work in environmental conservation. The CCC operates a fleet of 500 vehicles spread across California at 24 work force development centers.

9/25/06 - Genesee County, Michigan extends contract with Mercury for the purpose of developing service based charge-back rates and identifying costs associated with consolidation of the Motor Pool and Road Commission fleet maintenance operations. This is the third study that Mercury has conducted for the County.

9/25/06 - Commonwealth of Virginia Department of General Services retains Mercury Associates to assist it in developing an approach for implementing an executive order directing DGS to establish uniform policies and procedures for the management and operation of the state’s 8,000+ passenger vehicles.

9/12/06 – The Orlando Utility Commission (OUC) selects Mercury to fleet management consulting services. The first phase of this project focuses on an analysis of the costs and benefits of providing executive staff with monthly car allowances versus an assigned vehicle. The second phase of the project involves a best practices assessment of OUC’s fleet operations. OUC provides water, power, and related utility services. It is the second largest locally owned electric utility in Florida and the 16th largest in the nation.

9/6/06 - The Montgomery County, Alabama Board of Commissioners has engaged Mercury to evaluate the fleet operations of the Sheriff. Fleet support is currently handled by contract and the stakeholders are interested in whether this is the most cost effective solution. The Sheriff is a constitutional officer, elected county-wide, and provides a variety of law enforcement duties across the Capitol region.

8/30/06 – The State of California Lottery selects Mercury to develop a strategic plan for its fleet management program. The plan will address issues such as vehicle inventory size requirements, lease versus buy, fleet services delivery model, and information management needs.

8/28/06 – The County of Albemarle (Virginia) selects Mercury to conduct an assessment of the County's fleet operations. Albemarle County occupies approximately 726 square miles in the Northern Blue Ridge and Northern Piedmont of Virginia. The County owns a divers fleet of vehicles and equipment and is interested in establishing a more formal fleet management program. The study will evaluate fleet management policies and procedures and benchmark current maintenance and repair practices against standards.

8/1/02 - The State of Washington Department of General Administration selects Mercury to develop a strategic business plan for the State Motor Pool. The Motor Pool has direct responsibility for the management of a fleet of 1,400 vehicles and a recent executive order directed the organization to assume control of all vehicles assigned to State agencies with fleets of 100 or fewer units. When fully implemented, this will increase the size of the Motor Pool fleet to more than 6,000 vehicles.

7/31/06 – The State of California Department of General Services selects Mercury to benchmark fleet service costs, develop recommendations for centralized services, and provide recommendations for improving the efficiency and effectiveness of fleet service activities. With over 50,000 vehicles, the State owns one of the largest fleets in the world.

7/18/06 - The San Antonio Water System (SAWS) selects Mercury to conduct a comprehensive review of its fleet operations. SAWS owns 1,800 vehicles and is one of the largest municipal water utilities in the country. Moreover, the SAWS supports more than 9,000 miles of water and sewer mains, water wells, pumps, storage tanks, treatment facilities, and pump stations in its 560-square mile service area.

7/17/06 - The State of Florida Department of Transportation and Department of Management Services select Mercury to conduct an in-depth review of fleet management policies and practices. Florida, which operates a fleet of approximately 25,000 vehicles and pieces of equipment, is the eleventh state to engage Mercury in the last four years.

6/29/06 - Mercury is selected by the Port of Oakland, California to conduct a lease versus buy analysis for the organization’s 600 unit fleet. The Port of Oakland is one of the largest container ports in the world and operates the Oakland International Airport.

5/30/06 – The City of North Las Vegas, Nevada extends its contract with Mercury to include assistance with the selection and implementation of a new fleet management information system. Mercury will assist evaluating proposals from software vendors, negotiate pricing, and manage implementation of the new system.

5/23/06 - The City of Bellingham, Washington contracts with Mercury to develop a comprehensive fleet replacement plan for their fleet of over 325 vehicles and pieces of equipment. The project, which is the result of an earlier fleet operations study completed by Mercury Associates, will identify replacement costs and dates for each unit in the fleet over a 20 year planning period. It will also evaluate the appropriate fund balance for the City's fleet replacement reserve fund.

5/23/06 - Montgomery County (Maryland) Fire and Rescue Services retains Mercury to develop a facilities Master Plan for a new fleet maintenance and repair facility located in Rockville, Maryland. This facility will provide maintenance and repair services for the County's fire and rescue emergency response fleet.

5/22/06 - Harris County Hospital District retains Mercury Associates to conduct a comprehensive review of the management and operation of its vehicle fleet, which is used to support a network of 17 hospitals and other medical facilities in the third largest county in the US (Houston, Texas).

5/19/06 - Mercury Associates and JARIC ESH complete Second Annual Fleet Management and Road Safety Conference in Trinidad. Turnout for this year’s conference, held May 17-19 in Port-of-Spain, was double that of last year’s inaugural event, and the demand for more in-depth fleet management training in Trinidad and Tobago, the financial capital of the eastern Caribbean, is so great that Mercury and JARIC have agreed to conduct a five-day fleet management training and certification program in late July.

5/19/06 - City of Boston Police Department hires Mercury Associates to conduct an independent evaluation of the terms and conditions of its full-service lease agreement for undercover vehicles.

5/18/06 - Polk County, Florida contracts with Mercury to develop a performance measurement and reporting system for the Fleet Management Division. This project also includes creation of a dashboard performance reporting tool for key measures of fleet program performance.

5/16/06 - Synergy Healthcare Group, Inc. of Baton Rouge, Louisiana engages Mercury Associates to review the management and operation of its fleet. Synergy provides a wide array of home health care services and operates community mental health care centers in Louisiana and Mississippi.

4/17/06 - Mercury develops website (www.nishfleet.com) for NISH in support of its nationwide initiative to provide fleet management and maintenance services for federal DoD and civilian agencies. NISH is a national nonprofit organization whose mission is to create employment opportunities for people with severe disabilities through the Javits-Wagner-O’Day (JWOD) Program.

4/4/06 - Altorfer, a major Midwest Caterpillar dealership with facilities in five states, selects Mercury to provide application hosting services. Mercury is to deliver CollectiveData's fleet information system over the Internet. CollectiveData is one of five vehicle and equipment management systems that Mercury hosts for public and private entities.

4/3/06 - The United States Department of State (DOS) has awarded a contract for Mercury Associates to conduct a comprehensive analysis of fleet management functions Agency-wide, including vehicles and equipment, operations, and administration and management. The study will include all DOS foreign and domestic fleet programs and foreign and domestic owned and leased vehicles. Mercury will document the current characteristics of fleet management (the "as-is" fleet program) and develop a plan for improvement (the "to-be" fleet program), including transition and implementation steps.

3/30/06 - Mercury Associates, Inc. provided expert witness testimony in a successful personal injury suit involving the plaintiff and the State of New Jersey Department of Youth and Family Services (DYFS). Mercury provided expertise on behalf of the plaintiff in the analysis of the vehicle operation for DYFS that resulted in a settlement to the plaintiff of $950,000. Mercury provides expert witness assistance in all aspects of fleet management.

3/10/06 – Mercury is selected to provide application hosting services to the City of McKinney, Texas, which is one of the fastest growing cities in the US. The City's Fleet Division will utilize Mercury's services to deliver CCG Systems' FASTER C/S fleet information system over the Internet.

3/8/06 – ARAMARK Supply Chain Management engages Mercury to assist it in recruiting a new Director of Indirect Sourcing who will oversee a number of corporate support functions including fleet and travel management for ARAMARK’s Food and Support Services lines of business. Collectively these units operate a fleet of more than 9,000 vehicles in the US. ARAMARK is one of the world’s largest providers of food, facility management, and uniform and apparel services to health care institutions, universities and school districts, stadiums and arenas, and businesses; the company has 240,000 employees in 19 countries.

3/7/06 – The State of Georgia selects Mercury to provide project planning, management, quality control, and related technical assistance consulting services in connection with the implementation of a new enterprise asset management information system, MRO Software’s Maximo. This system will be used by the State to support the management of its fleet of more than 19,000 vehicles and pieces of equipment.

2/21/06 – Genesee County, Michigan selects Mercury to conduct a fleet management operational review for the Genesee County Road Commission. The project is a follow-up to an initial study completed by Mercury in 2004. In addition to performing a best practices assessment of the fleet maintenance and repair practices of the Road Commission, the study will include an assessment of the opportunity to consolidate fleet operations within the County. Examining consolidation of the decentralized fleet operations of the County was a major recommendation from the initial study of the County's Motor Pool operations.

1/26/06 – Mercury is awarded a contract by Sarasota County, Florida to conduct a fleet operations and facilities assessment. This project entails a review of the efficiency of various fleet programs in the county, opportunities to consolidate and collaborate, and development of a master plan for new fleet related facilities.

1/25/06 - The City of Boulder, Colorado selects Mercury to assist in the development of a strategic plan for the City’s fleet management program. The plan will include a fit - gap analysis of the City’s operations in relation to industry best practices and the development goals, objectives and key measures of performance.

1/20/05 - Laidlaw Education Services (LES), the largest provider of K-12 student transportation services in North America engages Mercury Associates to develop, test, and implement, new vehicle maintenance procedures. LES operates a fleet of more than 40,000 school buses in almost 600 locations in the US and Canada, transporting some 2 million school children each day.

1/19/06 – Mercury is retained by the City of Rialto, California to conduct an assessment of the City’s fleet operations. In addition to benchmarking the City’s business processes and costs against industry standards, this project also includes development of a detailed business plan to guide future operations.

1/12/06 – The University of California at Davis hires Mercury to provide technical assistance in researching best business practices and best technology solutions for managing fleet utilization. This project, which is funded in part through grants from Caltrans (California Department of Transportation), will include extensive market research, industry surveys, a symposium for state transportation departments, and development of a detailed research report.

1/9/06 - Mercury Associates Opens Second Data Center in Seattle, Washington to accommodate surge in demand for application hosting and custom solution development services. The data center is located in a tier-1, Level (3) Communications facility, which is directly linked to the company’s data center in Houston, TX. The new facility will allow Mercury to provide its clients, ranging from the City of Palm Beach Gardens, FL to Fort Lewis US Army Base to General Motors, with real-time data replication and disaster recovery services. 1/3/06 - Polaris Wireless engages Mercury to explore the feasibility of contracting with fleet operators to perform specialized field data collection services. Silicon Valley-based Polaris is the only company in the US that employs a software-based system to update data used by cellular telephone companies to pinpoint 911 emergency caller locations as required by the FCC. Mercury will determine the feasibility of developing contracts with fleet operators, initially in Charleston, SC and New York City, to collect data on changes in wireless communication signals that are critical for determining these locations.

12/19/05 - The National Conference of State Fleet Administrators (NCSFA) selects Mercury to provide professional management and administrative support services. The Association’s members include fleet management professionals in state government and state higher education institutions. Mr. Steve Saltzgiver, a Manager with Mercury and former fleet manager for the Utah Department of Administrative Services, will serve as the Association’s Executive Director. Mercury also provides ongoing technical and administrative support services to the National Association of Fleet Administrators and the International Automotive Remarketers Alliance.

12/6/05 – Mercury is awarded a contract to conduct an assessment of the Village of Glenview, IL fleet management program. The engagement includes a comprehensive analysis of the Village’s vehicle and equipment operations including the competitiveness of costs and service levels, and recommendations for compliance with industry best practices.

11/27/05 - The City of Edmond, OK selects Mercury to conduct a vehicle and equipment utilization review and make recommendations for rightsizing the City’s 400 unit fleet. The study will determine the optimal fleet size to support the business needs of City departments and identify ways to reduce fleet related capital and operating costs.

11/23/05 - Mercury is retained by Oakwood Worldwide, the world's largest corporate housing and multifamily property management firm which provides extended-stay, furnished accommodations throughout the world as well as traditional apartment management services. Mercury will assist Oakwood’s U.S. Government Group in developing its application for GSA’s Transportation, Delivery and Relocation Solutions Schedule which recently posted separate contracting categories for long-term housing providers.

11/14/05 - Miami University of Ohio, one of the largest institutions in the State of Ohio higher education system, with an enrollment of 24,000 students, selects Mercury Associates to perform a comprehensive review of its fleet management and operating practices. The Ohio General Assembly recently passed legislation requiring the State’s public colleges and universities to demonstrate that they are managing their fleets cost effectively. MU is the fifth major state university in the country to retain Mercury in the last year.

11/14/05 - Comme Il Faut, a major Caribbean cigarette manufacturer based in Port-au-Prince, Haiti, engages Mercury Associates to evaluate the management and operation of its fleet of delivery trucks and support vehicles.

11/14/05 - State of New Mexico Department of Transportation retains Mercury Associates to provide management training in the areas of equipment replacement life cycle analysis, fleet replacement planning and budgeting, and capital financing alternatives. The Department operates a fleet of more than 6,000 vehicles and pieces of equipment.

11/14/05 - The Province of Saskatchewan Office of Energy Conservation engages Mercury Associates to conduct a fleet management seminar for public and private-sector fleet managers. Topics to be covered in the workshop, scheduled for December 1, 2005 in Regina, include preventive maintenance program development, fleet rightsizing, fleet replacement planning and financing alternatives, and quantitative performance measurement and benchmarking.

11/14/05 - Burlington Northern Sante Fe Railroad (BNSF) expands its contract with Mercury to include a comprehensive, multi-phase fleet management study. Phase I of the project will focus on conducting a high-level best practices assessment of current vehicle and equipment management activities; on benchmarking fleet administration costs, and on reviewing the strategic direction of the fleet program. Phase II will involve reengineering certain management and operational functions and Phase III will consist of assisting BNSF re-bid contracts for fleet leasing and management services, and short-term vehicle and equipment rentals.

11/4/05 - Mercury Associates, Inc. will be exhibiting at the 2005 Chief Financial Officer Summit in London (http://www.worldtradeco.com) November 8-9, 2005 as part of its effort to expand the services of the largest vehicle fleet management consultancy in North America to Europe. The annual conference is attended by more than 200 CFO’s and other high-ranking officials from European companies and multinational companies with operations in Europe. Mercury will be highlighting its corporate fleet management consulting and IT services at the Summit, including best management practices reviews, business car policy development and standardization, lease versus buy analysis, lessor / contractor cost and performance audits, and provision of Web-based and stand-alone fleet management information systems.

10/27/05 - Mercury is retained by the Town of Waterford, CT to update their long range fleet replacement plan. The Town owns a diverse fleet of over 200 light and heavy duty vehicles. The replacement plan serves as a strategic guide to identifying when vehicles and equipment will come due for replacement based on established replacement parameters. Through annual updates to the replacement plan, the Town can more accurately predict capital spending requirements for its vehicles and equipment inventory.

10/24/05 - The Georgia Department of Administrative Services selects Mercury Associates to evaluate the management and operation of its interagency motor pool in Atlanta and fleet management and ownership options (centralization versus decentralization) and replacement financing options for the entire State fleet of 20,000 vehicles and pieces of equipment. Georgia is the 10th state to retain Mercury to provide fleet management consulting services in the last three years.

10/12/05 - Symyx Technologies, Inc. has engaged Mercury Associates to conduct market research activities aimed at developing strategic applications of its proprietary oil condition sensor technology. Symyx (NASDAQ: SMMX) develops and applies high-throughput research and informatics technologies to increase R&D productivity for customers in the pharmaceutical, chemical, energy, electronics and other industries.

9/27/05Toyota Tsusho of America, a wholly owned subsidiary of Toyota Motor Corporation that manufactures automotive parts, selects Mercury to develop replacement cycles and a long-range fleet replacement plan.

9/26/05 – The State of California Department of General Services selects Mercury to conduct a comprehensive analysis and comparison of internal fleet lease rates against those charged by commercial leasing and daily vehicle and equipment rental companies.

9/26/05 – Coinmach Services Corporation retains Mercury to assist in the recruitment of a corporate fleet manager to be located in the company’s new Dallas service center. Coinmach is the nation's largest coin operated laundry services company with a fleet of delivery trucks and service vehicles.

9/23/05 – Mercury awarded a contract by Mecklenburg County (Charlotte, NC) to conduct a fleet rightsizing analysis of its 1,200 vehicles and pieces of equipment.

9/19/05 - Mercury Associates is selected by Colorado Springs Utilities to conduct an assessment of the competitiveness of its fleet management services. CSU is one of the largest municipal utilities in the country and operate a fleet with 1,300 units.

9/6/05 – The National Capital Region of the U.S. General Services Administration (GSA) selects Mercury to assist with the development of a vehicle allocation methodology to insure that the size and composition of the region’s fleet is optimized.

8/25/05 – The University of Arkansas Little Rock awards a contract to Mercury to conduct an audit of its fleet services program including benchmarking costs and assessing compliance with industry best management practices.

8/19/05 - Mercury selected by the Virginia Department of Transportation (VDOT) to assist with the development of a fleet replacement planning and budgeting tool. VDOT operates over 10,000 pieces of rolling stock and has an FY2005 replacement budget of $67 million.

8/12/05 - The Smithsonian Institution (SI) selects Mercury for a fleet management engagement designed to improve vehicle utilization, achieve a right-sized fleet, and increase use of alternative fuel vehicles. Mercury will identify and map current “as is” SI fleet management operations and assist SI in determining critical requirements, reporting criteria, and management tools needed in a new fleet management information system.

8/11/05 - Mercury selected to provide application hosting services to General Motors (GM) for its fleet information system. The system will be used to track GM's tradeshow vehicles and equipment throughout the world.

8/10/05 - Mercury and Wells Kastner Schipper selected to perform a facilities master plan and fleet operations review for the University of Iowa. The project includes a review of the Motor Pool operation that provides rental vehicles to faculty, staff, and student organizations as well as a review of the student transportation operation (CAMBUS). The Team will consider issues such as right sizing the motor pool, centralization of fleet functions, and facilities needs for the fleet maintenance operations.

8/2/05 – Mercury selected by Gwinnett County (Atlanta, GA) to conduct a comprehensive evaluation of operations of its 2,200 unit fleet. The engagement includes an analysis of staffing levels, cost competitiveness, fleet replacement practices, fuel management program, fleet size, information technology, and the adequacy of facilities.

 

8/1/05 – Mercury contracted by the Drug Enforcement Agency (DEA) to review and rewrite policy communications materials for domestic and international relocations, assignments and new-agent transfers.

8/3/05 - Mercury is pleased to announce the appointment of Stephen W. Burnett as Associate Vice President in the firm's fleet management consulting practice. He has worked for over 200 clients in his 35-year career as a management consultant. While Steve will concentrate his efforts on expanding Mercury's fleet management consulting services to school districts, he will also continue to serve a number of past clients and new Mercury Associates clients in the Southeastern United States, where he will head up the newly established Atlanta office of the firm. Clients he has served in the recent past include the cities of Nashville, Fort Worth, Anchorage, and Charlotte; Orange County, California, the Blake and Breck school districts in Minneapolis, the Coca-Cola Company, and the State of Texas.

7/29/05 - Burlington Northern and Santa Fe Railroad selects Mercury to assist with the development a fleet policy and procedure manual. The company’s 7,000 unit fleet supports the operation of one of the largest railroad networks in North America, with 33,000 route miles covering 28 states and two Canadian provinces.

7/25/05 - The U.S. Department of Homeland Security has selected Mercury Associates to review the vehicle allocation methodologies currently being used by various organizations within the Department, and to make recommendations for improvements. Organizations included in the review are the Bureau of Customs and Border Protection, the Bureau of Immigration and Customs Enforcement, the Transportation Security Administration, the United States Secret Service, the Federal Emergency Management Agency, the United States Coast Guard, the Federal Law Enforcement Training Center, the Office of the Inspector General, and Departmental Headquarters. The combined fleet operated by these organizations totals over 36,000 vehicles.

6/30/05 - Montgomery County, MD Fire and Rescue Services selects Mercury Associates to provide fleet management consulting services in several areas, including organizational consolidation and business process standardization, fleet replacement planning and evaluation of alternative financing approaches, facility master planning, and information system implementation. MCFRS and several local fire and rescue departments in the suburban Washington, DC county jointly operate and manage a fleet of 424 apparatus and support vehicles.

6/29/2005 - Ontario Provincial Police retains Mercury Associates to assist in performing economic analyses of alternative replacement cycles for Crown Vic interceptors and benchmarking replacement practices against other Canadian and US law enforcement fleets. OPP has more than 5,000 police officers and operates a fleet of almost 2,900 vehicles and 500 watercraft.

6/28/05 - Mercury Associates is retained by NISH and The Arc of the Peninsula of Hampton Roads, VA to assist in implementing a vehicle maintenance contract at the Yorktown Naval Weapons Station Cheatham Annex. The scope of Mercury’s engagement to assist The Arc in implementing a five-year contract to maintain 1,500 vehicles and pieces of equipment assigned to 8 US Navy mobile hospitals includes developing a master plan for converting an existing industrial facility for vehicle inspection and maintenance purposes; developing the staffing plan, implementation plan, pricing, and performance terms for the contract; and implementing and hosting CCG Systems’ FASTER™ fleet management information system.

6/15/05 - Coinmach Services Corporation awards Mercury a contract to review its truck leasing cost structure and maintenance practices. Coinmach is the largest laundry services company in the country with a nationwide fleet of delivery trucks and service vehicles.

6/6/05 - The City of Las Vegas hires Mercury to assist with an audit of fleet replacement practices. The purpose of the audit is to identify opportunities to minimize the life-cycle costs of the City’s fleet by optimizing replacement timing, improving auction revenues, and right-sizing the fleet.

 

4/15/2005 – The University of Alaska at Anchorage, Fairbanks, and Southeast (three institutions) select Mercury to conduct a best practice assessment of its fleet organization. The project includes an evaluation of the fleet maintenance services with an emphasis on benchmarking performance.

4/11/05 – U.S. Navy selects Mercury to conduct a review of the Rail Equipment Program at NAVFAC Mid-West at Crane, Indiana. The project includes a review of operations, maintenance, and safety requirements of the NAVFAC P-301 Manual and a determination of whether Crane is in compliance, and if not, provide recommendations to achieve compliance.

4/6/05 - The City of North Las Vegas, NV selects Mercury to conduct a review of its fleet management program. The project includes a top to bottom review of fleet operations and focused assistance in high priority areas such as development of a cost charge back methodology, a shop space needs assessment, and a fleet replacement plan. North Las Vegas, which is one of the fasted growing cities in the country, operates a fleet of 600 vehicles.

3/22/05 - Salt Lake County, UT selects Mercury to assist with an analysis of the County’s “fast rotation” fleet replacement program that schedules many vehicles to be replaced in one to two years. The project includes analyzing the costs and benefits of this program and advising the County on fleet retention cycles that minimize overall vehicle life-cycle costs. The project also includes an analysis of vehicle utilization and recommendations for optimizing the size of the County’s fleet.

2/28/05 - State of Washington Department of General Administration retains Mercury Associates to provide guidance on the development of vehicle replacement charge-back rates that comply with federal (OMB Circular A-87) costing guidelines and ensure the ongoing maintenance of a properly sized fleet replacement reserve fund.

2/18/05 - Mercury selected by the Wake County (Raleigh, NC) Public School System to review its support fleet operations. The engagement includes a best practices assessment and development a strategic business plan for optimizing fleet activities.

2/8/05 - Ventura County, CA hires Mercury to develop new parts procurement and warehousing procedures based on industry best management practices. This engagement is a follow-on to a comprehensive review of the County’s fleet services program that was completed by Mercury staff last year and is intended to implement key study recommendations.

1/19/05 - Mercury awarded three-year contract to provide implementation services, on-site support, and application hosting for fleet maintenance vendor at Fort Lewis, WA (US Army). The hosted system will be used by over 200 maintenance technicians and administration personnel and will be hosted in Mercury's commercial data center located in Houston, Texas.

1/13/05 - The Town of Glastonbury, CT hires Mercury to conduct a study of the Town's Fleet Maintenance Division. The project is a comprehensive management review of the fleet operation with specific emphasis on the cost and levels of service provided by the Fleet Division. The Division is responsible for maintaining a fleet of approximately 350 vehicles and pieces of equipment.

12/28/04 - Delaware Department of Transportation selects Mercury Associates to perform a comprehensive fit-gap analysis of its existing information system to determine the appropriateness of the system for supporting current and future fleet operations within the Department. The system is used by 150 users statewide to support vehicle and equipment maintenance and fuel management activities.

12/21/04 - Mercury is selected by the City of Bellingham, WA to conduct for a comprehensive review its fleet management program covering 780 vehicles and pieces of equipment. The project includes an assessment of the program’s competitiveness and the extent to which industry best practices are followed.

12/5/04 - Mecklenburg County (Charlotte, NC) selects Mercury to conduct a review of its fleet services program, which covers 1,500 vehicles and pieces of equipment. The engagement includes benchmarking costs and staffing levels, conducting a best management practices assessment, and recommending a performance measurement system that aligns with established County goals and objectives.

11/30/04 - Coinmach Services Corporation selects Mercury to develop a strategic business plan for its 1,500 unit fleet management program. Coinmach is the largest laundry services company in the country and operates 875,000 pieces of laundry equipment in approximately 80,000 locations.

11/30/04 - Mercury is selected by the State of South Carolina to conduct a comprehensive review of its 17,000 unit fleet. The engagement includes a fleet rightsizing analysis, a best practices assessment of six separate major agency fleet programs, a consolidation feasibility study, an outsourcing feasibility study, development of a fleet replacement plan, and development of revised cost charge back rates.

11/15/04 - Mercury Associates, Inc. opens new corporate headquarters in Gaithersburg, Maryland due to exceptional growth through acquisitions and project awards.

11/3/04 - The City of Pullman, Washington selects Mercury to conduct a facilities space needs assessment for its fleet operation. The project also includes a review of several specific areas of the City's fleet maintenance operation.

10/25/04 - City of Durham, North Carolina selects Mercury to review fleet utilization, develop a vehicle and equipment replacement plan, and conduct a best management practices review.

10/15/04 - Harris County, Texas (Houston) awards contract to Mercury to provide a GPS solution and hosting services to track vehicles and equipment. Harris County is the third largest county in the US.

10/7/04 - State of Michigan awards contract to Mercury for in-depth evaluation and reengineering of various fleet management practices. The study will focus on the 8,200 vehicles managed by the Department of Management and Budget, and will include assisting in the development of one or more RFPs for full-service leasing and fuel card services; determining how to best meet the State’s fleet data processing and management information needs; and evaluating the roles and responsibilities of the central fleet management program in meeting State agencies’ fleet needs.

10/1/04 - Mercury acquires Advanced Fleet Management Solutions (AFMS) making it the largest and most comprehensive provider of fleet management consulting services in North America. 

10/1/04 - The State of Alaska selects Mercury to conduct a fleet right sizing project. This engagement is aimed at identifying opportunities to lower fleet related costs by reducing the size of the State’s fleet, which includes 7,000 vehicles and heavy equipment units spread out over an area 1/5 the size of the continental United States.

9/30/04 - Mercury staff selected by the United States General Services Administration to provide fleet management consulting assistance in a number of areas. Projects include development of a comprehensive training program for federal fleet managers, creation of a web based fleet management desk reference, and development of a vehicle allocation methodology to assist federal agencies in determining the appropriate size of their fleets.

9/24/04 - NASA’s Langley Research Center retains Mercury Associates as part of a team to evaluate alternative methods of meeting the transportation needs of it 3,800-person workforce, including rental versus ownership and lease versus purchase of vehicles. Langley, located near Hampton, VA, leads NASA initiatives in aviation safety, quiet aircraft technology, small aircraft transportation and aerospace vehicles system technology. It supports NASA space programs with atmospheric research and technology testing and development.

9/17/04 - Mercury selected by METRO, the Transit Authority of the St. Louis metropolitan area, to conduct a fleet size and utilization study for its support fleet. The project also includes developing of an ongoing vehicle allocation policy and a vehicle replacement methodology. METRO is one of the largest transit operations in the United States.

9/16/04  - National Aeronautics and Space Administration (NASA) selects Mercury as part of a team to develop a comprehensive interactive Internet based Fleet Management Policy and Procedure Manual that will serve as a model for other federal agencies.

9/1/04 - Hovensa, LLC, operator of one of the world’s largest oil refineries producing 495,000 barrels-per-day in St Croix, Virgin Islands, retains Mercury to conduct a fleet right sizing study. Hovensa, LLC, is a joint venture of Amerada Hess and PDVSA.

8/24/04 - Mercury selected by the City of Seattle Public Utilities Department to conduct a fleet management best practices review. The project also includes analyzing fleet replacement practices, developing the most advantageous ownership and maintenance models, and optimizing the size and composition of SPU’s 1,000 unit fleet.

8/24/04 - Virginia Department of Transportation selects Mercury Associates to evaluate its fleet replacement and facility capital improvement programs and identify opportunities to improve their underlying spending prioritization and budgeting methodologies. VDOT is one of the nation’s largest state departments of transportation with more than 10,000 rolling stock units in its fleet and several hundred maintenance, fueling, and other facilities.

8/20/04 - Cranberry Township, Pennsylvania retains Mercury to implement its computerized fleet replacement planning program CARCAP™ and assist it in evaluating alternative financing approaches for its vehicle and equipment fleet.

8/18/04 - The City of Columbus, Ohio selects Mercury to conduct a best practices assessment of its fleet management operations and to study the pros and cons of developing a centralized approach to managing its fleet. Columbus, which is the 15th largest city in the country, operates a fleet with 6,500 vehicles.

7/30/04 – Mercury selected by the State of South Carolina to explore the potential benefits of switching from ownership of its light duty fleet to leasing vehicles from private firms. The project, which covers 4,900 vehicles and pieces of equipment, will also include exploring the costs and benefits of outsourcing maintenance, fuel activities, and other fleet management services.

7/26/04 - Mercury awarded a contract by the State of New Mexico Department of Transportation to provide consulting services and training in fleet management best practices. Target areas include operational competitiveness, outsourcing, and fleet replacement planning.

7/12/04 - The City of Wyoming, Michigan selects Mercury to develop a long-range fleet replacement plan, and new capital and operating charge-backs for its fleet of 500 vehicles and pieces of equipment. The operations will also be reviewed for compliance with industry best practices.

6/16/04 - Mercury selected by the Town of Groton, Connecticut to conduct an evaluation of its fleet of 250 vehicles and equipment. The project will focus on vehicle replacement planning, alternative financing approaches, and cost charge-back rate methodology.

6/4/04 - The Los Angeles Metro Transportation Authority (LA MTA) extends its contract with Mercury to conduct a cost of service analysis for heavy maintenance activities at MTA's Regional Rebuild Center. Results of the study will be used as part of MTA's effort to institute a cost charge-back system for support services activities.

6/1/04 - Harris County Precinct Two signs contract with Mercury to host fleet information system. Harris County (Houston, Texas) is the third largest county in the US. Precinct Two is the fifth vehicle and equipment maintenance agency in the County to use Mercury's enterprise asset management systems hosting service.

5/27/04 - Mercury selected by the City of Clovis, California to conduct a comprehensive review of its vehicle and equipment fleet management program. The project will emphasize the use of industry best practices and operational competitiveness.

5/10/04 - Marion County, Oregon selects Mercury to conduct an assessment of its light duty fleet maintenance operation. The study includes an evaluation of fleet maintenance services with specific emphasis on benchmarking performance, evaluating the fleet size and composition and assessing the County’s vehicle replacement program.

 5/4/04 - City of Tacoma, Washington taps Mercury Associates to conduct cost-benefit analysis of its police vehicle take-home program.

 4/30/04 - Mercury selected by the City of Dearborn, Michigan to facilitate the establishment of a Vehicle and Equipment Advisory Board to develop citywide fleet policies, implement best management practices, and to advise the Mayor on methods to lower fleet operating costs.

 4/23/04 - SERVICE AWARD: Chris Amos, CAFM, receives NAFA's highest honor for his 20 years of contributions to the fleet management profession. Chris is the Commissioner of Equipment Services for the City of St. Louis and a Senior Associate with Mercury.

4/12/04 – Mercury selected by Transportation Concepts to audit bus maintenance practices for its division that provides contract services to Omnitrans. Omnitrans is the public transit agency serving 15 cities and unincorporated areas of San Bernardino County in Southern California.

3/29/04 - City of San Antonio retains Mercury to review fleet replacement planning, rate development, and fund management practices for its $24 million-per-year vehicle and equipment replacement program.

2/5/04 - Mercury awarded contract with the Los Angeles County Metropolitan Transportation Authority to benchmark component rebuilding and heavy maintenance costs for its fleet of 2,400 buses. LA MTA is one of the largest transit operations in the United States.

2/25/04 – Mercury selected by Genesee County, MI to review the efficiency and effectiveness of the County’s Motor Pool operations. The motor pool consists of 225 vehicles and pieces of equipment.

1/22/04 - State of Oregon selects Mercury to perform management review and competitiveness assessment of its state-wide fleet of 7,500 vehicles and pieces of equipment.

1/22/04 - NISH extends contract with Mercury to provide fleet maintenance consulting services at Fort Lewis, WA US Army base and to develop strategic business plan for nationwide initiative to provide fleet management and maintenance services for federal DoD and civilian agencies.

1/8/2004 - The University of Alabama retains Mercury to assess the feasibility of outsourcing its maintenance and motor pool services and analyze vehicle leasing options.

12/11/03 - Mercury awarded contract with Ventura County, California to conduct a comprehensive review of the County's 1,350 vehicle and equipment operation and fleet management program. The focus of the review is on benchmarking the program against industry best practices, conducting a competitiveness assessment of its costs and service levels, and reviewing its cost charge-back methodology.

12/11/03 - Mercury signs contract with the City of Reno, Nevada to provide a cost of services analysis for its fleet of 700 vehicles. The project entails determining the city's cost for providing various fleet services and benchmarking these costs against other best in class fleet operations.

12/02/03 -  City of Philadelphia retains Mercury to evaluate replacement financing options for its 6,000 - unit fleet. Mercury will develop a detailed 20 year financial plan that indicates when vehicles and equipment should be replaced and the cost associated with their replacement. The plan will also present the City with different replacement funding options (i.e. lease - purchase, reserve fund, and cash).

11/24/03 -  Mercury wins contract with the Virginia Department of Transportation to assist with fleet maintenance managed competition. The consulting firm will assist the employee group to determine their current cost of operations, develop their most efficient organization, and prepare a response to the State's managed competition RFP. VDOT owns 30,000 pieces of equipment which are maintained at 85 repair facilities around the State.
